Institutions
The Pueblo City-County Health Department strives to reduce conditions that are of detriment to human health in childcare centers, schools, and penal institutions of
Pueblo County.
Child Care Facilities
Responsibilities of the institutions program include inspecting child care facilities using Rules and Regulations Governing the Sanitation of Child Care Centers in the State of Colorado, which establishes authority under Colorado Revised Statutes (CRS) Titles 25-1-107, 25-1-108, and 25-5-508, 1973 Edition, submitting approval or disapproval to the Department of Social Services for licensing. An inspection fee of $126 is charged to these facilities.
Schools
The program utilizes Rules and Regulations Governing Schools in the State of Colorado, which establishes authority under CRS 1973 Titles 25-1-107, 25-5-508 and 25-1-108, to inspect the schools of Pueblo County.
An Environmental Health Specialist inspects schools in both Pueblo School Districts 60 and 70. A detailed report of violations is submitted to each school and compliance dates are specified for each violation. Follow-up inspections are made to insure compliance. Education of employees occurs verbally throughout the inspection and compliance process.
The Colorado Department of Public Health and Environment recommends in the Rules and Regulations Governing Schools in the State of Colorado that schools with laboratories and or those engaging in industrial arts or hazardous vocational activities are inspected a minimum of once per year.
Penal Institutions
The Pueblo City-County Health Department and the Colorado Department of Public Health and Environment retain no oversight over the operations of medical services offered in city/county jails or lock-ups.
Medical complaints received will be forwarded to Commander Barbara Williams, who oversees the medical operations at the Pueblo County Jail. She can be contacted at 583-6135. By contract, Management Team Solutions (719-583-2273) provides medical services under the supervision of Dr. Grace Nweke, a licensed physician.
Medical or clinical practice issues can be addressed through the Colorado Board of Medical Examiners for Physicians and Physician Assistants or the Colorado Board of Nursing for Licensed Practical Nurses, Registered Nurses and Nurse Practitioners.
Additional complaints or concerns may be forwarded to the correctional facilities accrediting agencies. The American Correctional Association (ACA), 4380 Forbes Blvd., Lanham, Maryland 20706-4322, accredits all operational aspects of a correctional facility (security, medical, social, dietary, work programs, etc.), and the National Commission on Correctional Healthcare (NCCHC), 1300 W. Belmont Ave., Chicago, Illinois 60657, accredits medical, mental health, safety, and environmental issues.
Other Institutions
The Colorado Department of Public Health and Environment handles the inspections of Personal Care Boarding Homes and other health care facilities. The Pueblo City-County Health Department is occasionally involved as an intermediary by taking citizen complaints and relaying them to the Colorado Department of Public Health and Environment and/or an ombudsman for the facility. However, yearly inspections have been conducted in all facilities that require a city business license. These inspections are conducted with the Pueblo Fire Department and Pueblo Regional Building Department.
