About PACOG
The Pueblo Area Council of Governments (PACOG) is a multi-governmental organization consisting of the City of Pueblo, Pueblo County, Board of Water Works, School Districts 60 and 70, Pueblo West Metropolitan District, the Colorado City Metropolitan District, and the Salt Creek Sanitation District created through intergovernmental agreement. It is authorized to receive Federal and State funds for programs including: regional land use planning, water quality, and transportation.
PACOG is the officially designated entity for the Pueblo Region in the following areas:
Areawide Water Quality Management Planning Agency
Metropolitan Planning Organization (MPO) for transportation.
Regional Planning Commission for the Pueblo Transportation Planning Region
Management--Budget and Work Program:
The By-Laws of PACOG specifically identify the Director of the Department of Planning and Development as the "manager" of the Council of Governments. Activities include the development and management of land use and administrative budgets and work tasks for PACOG.
Administration--Meeting Scheduling/Coordination:
Administration includes the facilitation of PACOG regular and special meetings, including recording secretary, public notices, filing, and informational packet preparation and distribution.
TopWater Quality Planning
Section 208 Water Quality Management Planning is an element of the Federal Clean Water Act which specifically is charged with facilitating and encouraging the development and implementation of areawide waste treatment management plans. The purpose of the Section 208 Water Quality Management Plan for the Pueblo Region is to establish water quality policies and parameters for the Pueblo Area and designate the lead planning and management agencies for implementing those policies and parameters. PACOG is the designated Areawide 208 Water Quality Planning Agency for the Pueblo Region.
The City of Pueblo and Pueblo County are designated as the 208 Water Quality Management Agencies for their respective jurisdictional areas. These agencies are responsible for the management of water quality projects. The Department of Planning and Development performs staff support functions for both the County and the PACOG in their respective roles of lead management agency and lead planning agency.
TopEnvironmental Policy Advisory Committee (EPAC)
EPAC was created by PACOG for the purpose of providing information and recommendations regarding environmental policies and issues. The committee investigates issues, generates reports, formulates goals and objectives, and makes presentations and recommendations to PACOG regarding environmental policy. The membership of the advisory committee is diverse representing the general public, private business, industry, and the public sector. There are 12 members serving staggered three-year terms, as well as ex-officio members (the Environmental Coordinator at the Pueblo City-County Health Department and a CSU Extension office representative).
